European Environmental Economics and Policy in Practice
Course content
European Environmental Economics and Policy in Practice is a compulsory and foundational course in the Erasmus Mundus Joint Masters programme in European Environmental Economics and Policy (M3EP). and it will be taught jointly by all five university partners involved in the M3EP. In continuation of the course Introduction to European Environmental Economics and Policy taught in block 1, the course will provide a more advanced understanding of tools and methods from economics and political science that can be used in the context of developing, evaluating and implementing environmental policies in real-life settings. The course will also delve into the different ways in which government actors and stakeholders can utilize the various tools and methods to promote their interests in the development and implementation of environmental policies.
With a specific focus on combining economics and political science, students will obtain hands-on practical experience. They will be working interdisciplinary and problem-oriented with selected contemporary environmental challenges in relation to the development and implementation of policies to address these. This involves applying already acquired knowledge, skills and competences in relation to concrete cases and issues of practical relevance, e.g. related to the work of the European Environment Agency. This includes revisiting and discussing how the most recent State of the Union speech given by the President of the European Commission in September has impacted on European environmental policy in practice. Related, but not limited to this, the course will give students practical experience with developing and presenting policy briefs that effectively convey scientific knowledge targeted towards relevant decision-makers in the European environmental policy arena. Furthermore, students will obtain qualifications in developing position papers representing different stakeholder perspectives, and they will gain basic insights and experience with inter-governmental negotiations.

Having successfully completed the course, students will be able

Knowledge:
- Explain European environmental policy-making processes in the context of the history and the institutions of the EU.
- Reflect on current environmental policy issues in the EU and discuss implications from the local to the global level.
- Compare and reflect on different economic regulatory mechanisms and policy instruments and processes to address environmental challenges and related policy issues.
Skills:
- Apply the latest scientific findings to inform development of environmental policies, maintaining a high standard of academic excellence.
- Evaluate policy recommendations on environmental issues from both economic and political science viewpoints, critically assessing their implications.
- Actively engage in expert discussions and political as well as policy disputes related to environmental policy.
- Systematically assess scientific evidence in relation to a specific environmental challenge, and subsequently condense and communicate the established policy-relevant knowledge to policymakers.
Competences:
- Identify links between various environmental and policy issues, and comprehend the distinctions and compromises among potential solutions.
- Plan and coordinate interdisciplinary problem-oriented projects.
- Collaborate efficiently within interdisciplinary teams, demonstrating initiative and personal commitment.
Teaching is composed of lectures and exercises, theoretical as well as practical, and with a significant amount of group based project work. Lectures present the essential elements of the curriculum. In the exercises the participants will apply the methodologies and techniques introduced to analyse environmental policy problems. Students are expected to participate actively, e.g. in class discussions, groupwork and exercises.

Academic qualifications equivalent to a minimum of 60 ECTS in either economics, political science or a combination of the two fields is recommended.

Oral exam on basis of previous submission, 15 -20 minutes per student - no time for preparation

- The oral exam will be an individual exam as part of a group based on a report collecting key elements of the group’s project work done during the course. The oral exam takes place during the exam week.

- Re-exam

The same as the ordinary. However, if the student has not handed in a group report during the course, the student is required to hand in an individual report two weeks before the re-exam, and this will then form the basis for the 20 minute oral re-exam.
Criteria for exam assessment
The assessment will be based on the student's ability to show in the oral exam that the learning outcomes described above have been acheived.
