Maritime Security (Summer 2026)
Course content
The oceans are increasingly recognized as a new space of insecurity. Maritime crimes – such as piracy or illicit fishing–, armed attacks on shipping, as in the Red Sea, and regional inter-state contestations – as in the South China Sea or Arctic – are seen as major security challenges. The growth of maritime activities, geopolitical tensions, digitalization and automation, but also the proliferation of new weapon technologies, including missiles, drones and naval mines, imply profound transformations of the maritime order.
The aim of this course is to explore the key threats to maritime security and how different types of actors – including navies, coastguards, shipping associations, regional and international organizations – aim at responding through them, including through informal security cooperation, surveillance, multi-national operations, technical assistance, or dedicated maritime security strategies.
The course is organized in three blocks. In the first part we discuss foundational questions of the history of maritime security, major maritime conflicts and threats, and the role of international law. Part two zooms in on a set of regional hotspots. We discuss the South China Sea dispute, piracy off the coast of Somalia, the ongoing Red Sea crisis, as well as critical maritime infrastructure protection in the North and Baltic Sea. Part three explores the toolbox of maritime security solutions. We explore the role of navies and multi-national operations, maritime surveillance and information sharing, maritime security strategies, and technical assistance and capacity building programs. Throughout we closely engage with security and industry practitioner perspectives from Denmark and wider Europe.

Knowledge:
- Gain an understanding of the particularities of the ocean as a space of insecurity and political interaction
- Gain in-depth knowledge on the key threats at sea, and how international actors are responding to them.
Skills:
- You will learn and practice core analytical skills including summarizing, processing, interpreting and presenting information and dealing with a large number of data and texts as well as how to write and present a threat analysis and develop a strategic document
Competences:
- You will learn how to conduct small-scale research projects on a contemporary maritime security challenge in writing a research report,
The course will be delivered through a preparatory seminar, a supervised independent writing phase, interactive seminars, discussions of student presentations, engagement with security and industry practitioner talks, and excursions to a shipping industry headquarter and a maritime operational command.

Solid foundations in security studies, international law, or international relations are required to follow this course. Skills and competences in security and risk analysis and qualitative methods as well as prior academic or practical knowledge of maritime security are an advantage.

Criteria for exam assessment
Grade 12 is given for an outstanding performance: the student lives up to the course's goal description in an independent and convincing manner with no or few and minor shortcomings
Grade 7 is given for a good performance: the student is confidently able to live up to the goal description, albeit with several shortcomings
Grade 02 is given for an adequate performance: the minimum acceptable performance in which the student is only able to live up to the goal description in an insecure and incomplete manner
